When you are at the “Manage Plugins” page be sure you click the link “ALL” to display both active and inactive plugins. It may be as simple as you having it set to display “Active” or “Inactive” and simply not seeing it in the list.

It can be a faulty plugin. Unfortunately that happens all the time. If you are 100% sure that it is not in the list when you go to plugins on the WordPress menu, then I would forget about that plugin.Sometimes the name of the plugin has WP or something else in front of it such as WP-autoblog.Many times the settings for a plugin is located in the WordPress Settings. If you dont see it listed in plugins or settings, I would think twice about using that plugin.
To remove completely since it is not listed, you would need to use an ftp program or the file manager program in your hosts cpanel. Just navigate to the folder and delete it.
    Good luck

Check the very bottom of your plugins page.
Otherwise you’ll have to use FTP or CPanel to access the files directly.
